You have done an excellent job exposing a serious problem, although real reform may prove elusive. I offer these two notes to, hopefully, improve on the report:
I take exception to one example cited in your report because Carteret Mayor Dan Reiman was appointed as the borough business administrator as part of a change in government structure initiated by the council after he was elected. The duties of administrator and mayor are combined as one and the same, not unlike any other city or town with a full time mayor.
Plus, you may have missed a segment of the elected population that has also exploited taxpayers.
There are dozens of politicians who pocket taxpayer money through government contracts, such as fees charged by their law firms instead of being paid directly as municipal or school board attorney.
Lawyers being the most obvious and common, there could also be engineers and other professionals double dipping in this manner.
Where is the information about them?
